Reduce Outlaw's Operational Readiness

There is a group of outlaws at Location|Address that have become increasingly brazen in their attacks on Citizens for Prosperity assets in the system.

To minimize loss of life, we want to first try convincing them to move on to somewhere else by disabling their generators and destroying their fuel reserves.

Hopefully, that should be enough to convince them to move on to greener pastures.
